PRESS RELEASE – Los Angeles, California – November 6, 2023 – Rice, Murtha, Psoras is launching an aggressive door-to-door direct mail campaign in the Los Angeles, CA, neighborhood where Rachel Morin’s killer was captured on video. The firm and family remain steadfast in their determination to identify and bring the person responsible for this heinous crime to justice.
In our unrelenting quest for answers, we are now extending our efforts across the country to the community in Los Angeles, CA, where we believe critical information lies. We partnered with the United States Postal Service’s Targeted Mailing Program to distribute reward fliers that feature images captured of the killer minutes after he assaulted a young woman in LA.
The fliers are printed in Spanish on one side and English on the other to reach anyone who may have information about the suspect, who is believed to be a Hispanic male.
The fliers will be hand-delivered to over 10,000 homes, reaching more than 58,000 individuals in the neighborhood of the California crime scene.
The goal of the campaign is to reach anyone who recognizes the perpetrator and inform them that the same man murdered Maryland mother, Rachel Morin. We firmly believe that there are people within this neighborhood who can lead law enforcement to the suspect and stop him from attacking again.
We are offering a reward of $30,000 to anyone who can positively identify the killer and provide information leading to his capture and conviction. We are confident this individual is known in that community. We hope that publicizing his connection to Morin’s murder will trigger someone who knows him to do the right thing and call in a tip.

On March 26, 2023, Rachel Morin’s killer was captured on the doorbell camera after leaving a home where he had just committed a home invasion and sexual assault of a juvenile female. The firm was able to ascertain, using satellite photos and the unique ridgeline of homes in the video, the exact address of the crime scene in Los Angeles, CA. Based on that knowledge, we were able to establish a perimeter in which to target the community most likely to know this man.
