Patty Morin Joins Senator Chuck Grassley and 32 Congressional Members Supporting Their Letter to President Biden and Vice President Harris Calling for Enforcement of the DNA Fingerprint Act

Washington, D.C., October 2, 2024 – Patty Morin, the heartbroken mother of Rachel Morin, joins Senator Chuck Grassley and 32 Congressional leaders in demanding President Biden and Vice President Harris enforce the DNA Fingerprint Act to prevent future tragedies at the hands of unvetted illegal immigrants.

In a letter sent to the administration, the group of lawmakers called for immediate enforcement by the Department of Homeland Security (DHS) Secretary Alejandro Mayorkas to fully comply with the DNA Fingerprint Act and implement regulations to protect American citizens from preventable crimes.

The letter points out the failure of the Biden-Harris Administration to enforce this critical law that allowed Rachel Morin’s accused murderer, Victor Antonio Martinez-Hernandez, to cross the U.S. border multiple times without having his DNA collected despite being apprehended by border authorities on three separate occasions. This blatant disregard for national security enabled Martinez-Hernandez to evade detection and eventually commit the heinous crime that took Rachel’s life.

Patty Morin said, “It is beyond heartbreaking to know that my daughter’s brutal death could have been prevented. This isn’t just a bureaucratic oversight; it’s a deadly failure that turned a protective measure into a hollow promise. President Biden and Vice President Harris’s reckless disregard for border security puts every American family in imminent danger. How many more precious lives have to be lost before they decide to protect the people they were elected to serve?”

The letter to President Biden and Vice President Harris outlines the failure of DHS to fully implement the DNA Fingerprint Act, with whistleblower disclosures revealing that the administration has failed to collect DNA from millions of individuals who crossed the border.

Additionally, highlighting the administration’s indifference to this issue, the Morin Family notes it has been 109 days since the capture of the suspect in Rachel Morin’s murder, and still, no communication or mention from President Biden or Vice President Harris. In stark contrast, former President Donald Trump, Maryland Governor Wes Moore, and former Governor Larry Hogan have all personally reached out to the Morin family, participated in events to honor Rachel, and spoken out against the crisis at the southern border.

Former prosecutor and the Rachel Morin family attorney Randolph Rice said, “As a lawyer, it is deeply concerning to see laws that were put in place to protect Americans being disregarded. The DNA Fingerprint Act was created to ensure that dangerous individuals, like the man who took Rachel Morin’s life, are properly tracked and prevented from committing further harm. Unfortunately, the failure to enforce this law allowed a violent criminal to slip through the system, and tragically, Rachel became a victim of this oversight. The consequences of ignoring it have already had devastating effects on the Morin family, and we cannot allow this failure to continue jeopardizing the safety of American citizens.”
